Stikeman Elliott recently contributed a chapter on “Compliance and Enforcement in the Ontario Electricity Sector” to The Guide to Energy Market Manipulation, a publication of the Global Competition Review.
The chapter assesses how compliance and enforcement regimes and practices – including those aimed at addressing market manipulation in Ontario’s wholesale electricity market – have developed against the unique backdrop of Ontario’s constantly evolving electricity sector. Highlights include:
- A refresher on Ontario’s electricity sector and market restructuring process;
- A discussion of how the sector and market have evolved; and
- An analysis of the respective regulatory compliance/enforcement roles of the Market Assessment and Compliance Division of the Independent Electricity System Operator (IESO), Ontario Energy Board (OEB) and Market Surveillance Panel (MSP).
